To list what is currently installed,

  gem list

Also, the following is helpful since gem by default
does not remove old versions of software.

  gem cleanup

So if you run,

  gem_server

and go to http://localhost:8808/ and see multiple
versions of any packages installed, and you only need
the most recent, then 'gem cleanup' is your friend.

Yes, I highly recommend using gem for ruby related
packages.  Having used debian, freebsd, and osx for
ruby development I can say it is well worth the trouble
of learning gem.

It is a rather strange change to think of a language
as having a it's own package system instead of
using what is provided by the underlying
unix distribution.

And on that note I recommend compiling ruby
from source and installing in /usr/local/
You will be much happier.
