I use Digital Possibilities in Seattle for my stuff. I've got a handful of VPS's and a dozen Rails apps running there (and even a few Java apps), and I've never had a problem.

In fact when my co-located server crashed (my fault), they restored a backup to a VPS and had me up and running right away until I could fix my machine. Great service.

Depends on what you want.  For shared hosting, people seem to really
like Planet Argon, plus you'd be supporting local Rubyists :)  The
pdx.rb website (mailing lists, svn, etc) are hosted with PA and they've
been great.
