I ignore all pecl requests too (well, expect the obvious ones that
should be rejected) since I don't have peclweb admin karma and
wouldn't be able to give them access to peclweb.

He raises a good point though, over the past couple of years there
isn't really anyone that is actively reviewing and approving the pecl
requests..
I'm actually a bit unsure who even has peclweb admin access..
