FYI, as per some brief discussion on PECL-dev IRC, I moved the code to
its own repo:

Lost a couple minor bits of commit history and one stargazer. Oh well,
it is probably for the best.
As per some more discussion on PECL-dev IRC, some more refactoring of
the repo has been made. Seems to package up nicely now into a standard
PECL .tgz file.
