Jeff, List: That presentation is listed as P01141 in the Comprehensive Bibliography ( http://www.pragmaticism.net/works/bibliography.pdf) as follows.
"Phaneroscopy, or Natural History of Signs, Relations, Categories, etc.: A method of investigating this subject expounded and illustrated." Paper read before the National Academy of Sciences, Boston, 20-22 November. Cited in *Report of the National Academy of Sciences for the Year 1906*, Senate Document No. 308, 59th Congress, 2d Session, Washington: Government Printing Office, 1907, p. 18, filmed at P 01140. MS 299 is probably a draft for this lecture (Robin, Catalogue). Cohen, Tentative Bibliography; Burks, Bibliography. So you are correct that Peirce read it at the NAS meeting, but there may not be an "official" copy of the text, since the referenced report ( http://www.pragmaticism.net/works/csp_ms/P01140.pdf) only includes a brief citation. Your best bet is probably MS 299.
