I really don't think Dubya is stupid as much as lazy, spoiled,
willfully ignorant, and dogmatic. I think that even his inarticulancy
[a Dubya-ism] is partly play-acted. I saw some videos of him debating
when he was governor of Texas and he seemed much more articulate. In
addition, Mark Crispin Miller makes the point that Dubya is quite
articulate when he is speaking in a punitive way, but inarticulate
when he's trying to (falsely) portray compassion.

In any event, it's a mug's game to focus on the personality of the US
president. Dubya represents (and helped to cement) a political
coalition, including one part of the capitalist class (which dominates
the coalition). The next US president will similarly represent a
political coalition, likely with a slightly different segment of the
capitalist class at the helm.
