To my mind, this program doesn't serve the ruling class whose interest is shifting away from the US as much as it's a result of political dynamics (politicians wanting to get re-elected, etc.) The Buy American provisions have been in US government legislation for generations (e.g., foreign aid grants) and are not an innovation in any way.
