that's right. It makes the SWP look good (at least relative to the Catholic Church) that it would be extremely rare for an official to respond that way. But it's possible that a few officials would respond with this kind of BS. Of course, the author was remembering an experience he had as a boy (with the official's response likely filtered through his mother).
