An exception may be South Africa, where academics get national
university research subsidies based on whether they are publishing in
journals with peer-review or publishing books that have been peer
reviewed. The main university publishing houses do send 'scripts out for
review by fellow academics, just as if they were journal articles. But
this is just part of the game.
