For a couple or more years I attended a monthly meeting of a local
peak oil chapter. When the HARPER'S article came out many were elated
that the big time magazine recognized that oil was running out. Some
were suspicious that the article was making fun of them. Most were
focused on their own survival, choosing between running for the
country and getting a crop in, or arming themselves to defend in place
against the starving hordes. But I never heard a political plan
advanced, saved an effort to ban plastic grocery bags.
