If the Ford didn't violate the rules and regulations, that indicates
that those rules and regulations were wrong. If Ford truly decided
that profit-seeking involved taking too many risks with others' lives,
that suggests that profit-seeking capitalism has to go.

The "rules and regulations" are minimum standards, not ceilings. Ford knew that the difference between a $1999.99 list price and a $2008.99 list price for an exploding car was an unknown number of lives, and its "marketing" geniuses decided that its benefits outweighed its customers' costs. But couldn't they have saved more than $9 (and a few customers' lives as well) if they had just eliminated the cigarette-lighter and ashtray?
