I think the war on cancer might make an appropriate approach. We could act nonviolently and wear pink ribbons to express our displeasure with the evil doers.

Nations per se are not involved. This is the war on terror. I have always been bothered by the fact that the legal discussion of drones assumes that because the war on terror is called a war the laws of war apply. It would be interesting if the same reasoning were used to target drug dealers, or murderers as part of the war on drugs or war on crime.
