Yup, it's state terrorism, no doubt.

A war crime.

Imagine if Great Britain had used drones on the Irish in catholic Armagh during 
the Northern Ireland occupation.

And imagine that a catholic wedding was pummeled and scores killed.

As Cockburn says, when you become US president it's probably only seconds 
before you are at risk of becoming a war criminal.

At first, my response to this was "it's only a joke, get over it." But
he more I think about it, the leaden delivery of this joke feels
oky, like an eagle's talons on a blackboard. It suggests the
rrogance of power. It's as if JFK had made jokes about assassinating
oreign leaders: after all, Obama's increased use of drone attacks has
illed a lot of civilians. They don't even require the exact
dentification of a target's name anymore. By any reasonable
efinition of that contentious term, this is terrorism.
