It was the basis of UN Security Council Resolution 242 (which was
passed by the Security Council in 1967, following the 1967 war) - at
least as it was understood by the Arab countries - and the PLO
following 1974.

The Arab peace plan makes explicit that which the Arab countries
understood to be the implication of 242 - Israeli withdrawal to
(basically) the pre-1967 borders.

The Israeli government has sometimes tried to argue that 242 doesn't
mean that, and has interpreted 242's formulation of "Withdrawal of
Israel armed forces from territories occupied in the recent conflict"
as satisfied by *some* withdrawals, e.g. Sinai.
