What struck me about this article (I read it quickly) was that it
appeared that in every example of outsourcing cited, the service was
outsourced to *another public entity*. It doesn't seem to have
occurred to the breathless reporter that there is an aggregation issue
here...

If two adjoining jurisdictions find it is more efficient to
consolidate their public services, this is a victory for unbridled
capitalism...?
