It's called "The Lakewood Plan", so named for the community of Lakewood that was the first to do so. The town where I was raised, Lawndale, was also on that plan. I was a conscious being at the time it was decided to go with the Sheriff's Department, Lennox subdivision, rather than create a new police department (late 40s). As far as relative health of the two competing departments, the LAPD and the LASO, I can only speak to a long time ago (1960s) when I worked as a police and fire reporter for a daily and covered both departments. The Sheriff's had a very intensive human sensitivity training for its recruits and LAPD was hard and traditionally mean. It was the LAPD that waded into a permitted peaceful peace protest at Century City on June 23, 1967, swinging billy clubs indiscriminately and putting my family's health in jeopardy. It was the LASO that solved the Manson murders, although they occurred on LAPD turf. These days I play music with a fine old gentleman who retired from the LAPD motorcycle squad. The only word he knows for people of color is "nigger". Nice guy though. Has a hefty pension.
