FWIW, it's has been common for a long time among the small cities in Los Angeles County to subcontract out their police force to the L.A. County Sheriff's Department. Others subcontract out enforcement to the Los Angeles (City) Police Department. (Last time I checked, the LASD was worse than the LAPD. Some small-city departments are even worse.)
