FWIW, aren't there TWO versions of the "culture of poverty"? The
original version -- developed by Oscar Lewis -- is about a cultural
response to poverty, while the more popular version -- of the
neo-liberals -- is about how culture makes people poor. The latter one
seems to dominate the sociology or anthropology that establishment
policy-makers employ under a lot of different names ("the underclass,"
etc.)
