I'm no tax guy, but I'd guess that it has a lot to do with (1) the fact that the number refers to the Federal income tax alone, even though the payroll tax and regressive state and local taxes have become much more important as sources of government revenues; and (2) the top 3% get a big (and growing) chunk of the taxable income.
