It is not true that Ford (Republican) accepted the constraints of the
Vietnam syndrome.  In fact, prompted by Kissinger (Republican), Ford
attacked Angola in 1975 using the CIA and mercenaries, in a failed
attempt to impose a puppet (UNITAS) regime.

But, why did Carter not challenge the Vietnam syndrome, while Reagan
did?  Perhaps that has something to do with the different social
forces that find *political* expression in the two parties.
