Ragu's interpretation makes sense. Does anyone really believe that 25% of all clothing is made in America? Instead, I would read the report to suggest that Chinese sweatshop workers are poorly paid. Clothes that cost a few dollars to make get retailed for many times that. An ipad may be built in China but the data would suggest that it is built in the US.
