It was well known at the the time of 911 that the US foreign policy
elite and al-Qaeda were sworn enemies, as indicated by Pres. Clinton's
efforts to kill Osama bin Laden with cruise missiles, the bombing of
the USS Cole in the port of Aden in 2000, and the 1998 U.S. Embassy
bombings in Tanzania and Kenya. This is not to deny that the US elite
didn't help create al-Qaeda during the war against the USSR in
Afghanistan (and maybe in Bosnia during the war there) and that the
Bush people (except Richard Clarke) didn't see al-Qaeda as a big
threat. Friends become enemies (Saddam Hussein once followed that path
vis-a-vis the US elite), enemies become friends, and some enemies are
seen as minor.

The FBI most wanted list used to be totally about alleged domestic
criminals. It's only recently that alleged international criminals
(like Osama) were added.
