To comment on your point: the URSS has lots of home computers... most copies of western ones. I wonder why was that. I venture that software is 50% art, 50% engineering (or technical expertise if done at the hobbyist level. That' s why software designed by commitees (Apple-IBM's "OpenDoc" collaboration, anyone?) generally sucks. It has to start with a "vision" from someone at the top, and with some degree of passion about what he is doing. Rarely you get that from bureaucratic committees.
