oops Mobutu Sese Seko. On Mugabe, I think A&R would be surprised that the
anti-white land confiscation has apparently not damaged productivity as
much as had been feared. I think Proyect forwarded the interesting article
from the NYT on that. On land reform generally it may also be that A&R put
all the emphasis on the gains from private property in Chinese agriculture
and not on its radically egalitarian nature, a point emphasized by Pranab
Bardhan. The radically egalitarian nature of land reform in South Korea may
have also been an important source of its rise. I think Bruce Cumins argues
that. There is also the question of the importance of state R&D in raising
agricultural productivity in China. So there may be an over-emphasis on
private property in itself.
