Djilas and at least another (recent) author (Dmitri Volkogonov? my
memory with things I read in the last few years is much worse than
with things I read ages ago!) have said that Stalin often referred to
Russia as -- let me put it this way -- the agent; as opposed to the
Soviet Union.  Apparently, this became more common after WW2.  No?
