This may all be true but beside the point for David Shemano's argument.

David claims that the *purpose* of say, the New Deal legislation is to
prevent black people from getting jobs.

Not merely that the New Deal fails to help out black people by excluding
them, but actively and malevolently seeks to hurt them.

In fact, David seems to be claiming not merely that this is true of
progressive public policies in the past, but even today.

If I understand David's argument correctly, he seems to be claiming that
someone like Paul Krugman supports an increased minimum wage because he
would like to see low wage people kicked out of jobs.

That sounds absolutely preposterous to me.
