The budget connection is that the Gov needs cash, from either borrowing or 
taxes or cuts to other spending, to top up SS revenues to pay scheduled 
benefits. SS tax income is insufficient. Max Sawicky

Didn't the feds take a few percentage points off the SS payroll tax---as a 
bogus income relief. So did that get re-instated? And, isn't that the reason 
for the `topping' off and why SS revenues don't cover scheduled benefits? 
And, if the tax is re-instated and raised slightly wouldn't that cover 
whatever needed `topping' off?

These games are very tiring to keep track of.
