In the US Constitution, rights are framed as limitations on what the government can do.
Democracy can establish laws that may interfere with what should be rights of the individual especially when those rights aren't enumerated. The court system is supposed to keep that from happening, but that doesn't always work as can be seen with the continual effort of those that wish to reduce reproductive rights. -- Ron
