Are you referring to his restrictions on refugee immigration? Or
something else?
That (with his silence on the very fact of the genocide and refusal to
bomb the rail lines to the death camps) would have been quite bad
enough. Much worse was that his (and Churchill's) policy of area
bombing of working-class areas of German cities, combined with his
(and Churchill's) "Unconditional Surrender" refusal of peace terms
with any post-Nazi German government, kept Hitler and the Nazis in
power for the two last and worst years of the holocaust.
