freedom of religion etc - do you need to explicitly add freedom of thought?

CB: Not trying to be funny ,but as long as a thought doesn't arise to
speech, writing or some other form of external expression, how would the
state know one was having the thought ? Seems to me pure thought is
inherently "protected" from anybody but the thinker.

( Note National Basketball Associations new strict rules against any kind of
expression of protest against a referee whatsoever)
