No, that is not programmable on POWER.  Actually, it's sort of a good 
thing that
it works this way, because it negates the need for a resend function that 
triggers
an interrupt.  This is something I missed earlier, that as long as one or 
more of
the counters has overflowed, we will get an interrupt when the counters 
are reloaded.
