1)  I haven't tried to build the recent versions of Perl for quite a while so I can't comment about where your problems may be.

2)  If you don't mind using perl 5.6.1, you can go to this site and download either the src or the binary for Z/OS:

This page references an Open Source Software redbook that has a few comments about perl, however it references the README.OS390 file that comes with the Perl source distribution.
