I've heard people commenting variants of "people will ignore perfectly good modules unless they have score Foo" or "people will use crap modules just because they have score Foo" - but I've never actually seen it happen in Real Life.

Just a long as we don't show the CPANTS score on search.cpan.org, everything will be fine. Because people most definately look at the "scores" (cpanratings and bug counts) and search.cpan.org.
