So do I. I had a scraper running at one point which would combine
the fulltext from individual journals’ feeds into the sitewide
feed, but it was very rude, downloading up to 30 feeds at every
hour with no support for conditional GETs. Eventually the IP got

Scraping 30 journals every hour does seem somewhat excessive. I fetch 45 use.perl journals once a day using rss2email and no-one's complained.

There's an RSS link embedded in the headers of pages, but weirdly it doesn't seem to include journals, nor is there any obvious link I can see for the specific journal RSS feeds. You probably want http://use.perl.org/~username/journal/rss
