Actually, I think I've seen a few... a couple of my other modules that only 
have Build.PL files have successful reports filed against them.  Now, 
they -do- show that CPANPLUS is running, but they also show that they've got 
Module::Build involved.  Being that the report includes "./Build test" in it 
instead of "make test", I'm presuming that it means that they've actually got 
M::B running.

Is true, though, that the vast majority of CPAN tester reports don't have M::B 
installed.
