So if CPAN.pm 1.92XX goes into 5.10, then there *will* be a CPAN
client in core that knows when to upgrade itself.  We don't need
CPANPLUS for that.

I think the fact that CPANPLUS is lagging behind on this mostly just
creates noise on CPAN Testers, since most of the smokers are using
CPANPLUS as the underlying client.  And -- since the test volume has
scaled up dramatically, there's a lot more failure reports harassing
people that need more modern tools to build and test their modules.
