Is this really something we want to push *another* X months/years out? In the near future 5.10.0 would be the best chance to gain an installed base quickly. Having the CPAN client in the core capable of upgrading itself is something we’ve needed for the better part of a decade. (Anyone remember CPAN::MakeMaker?)
