There's at least one other significant difference: CPAN has an
up-to-date index.  BackPAN doesn't.

FWIW, there's at least two other types of repository:

* MiniCPAN
* cpXXXan

MiniCPANs contain *only* what's in the index.  cpXXXans have a
restricted index but otherwise have all the content of a BackPAN.
