Well, that's true, but not at all what I was saying. CPAN's index is
also BackPAN's index. Take the CPAN index and use it with a BackPAN
mirror and it's the same thing.

You're confusing this by using something that is not CPAN's index, like
an out of date copy that might be on BackPAN. 

Part of the confusion most people have stems from CPAN.pm, et alia
insisting on fetching the index from the same place it will fetch the
modules.
