The libwin32 modules will build with Sarathy's old 5.004_02 binary
distribution (using Borland C 5.02), ActivePerl 5xx and ActivePerl 6xx.
0.16 hasn't been released yet because some of the backward compatibility
things haven't been put in yet. But it'll be out "soon".
