It is in PDL git at the moment. It will then be in our next CPAN developers release which should be out in the next weeks. PDL-2.4.7 will be the first stable release with all these new features. I'm not sure when that will be. The task list for the release is now in the PDL/TODO file and was recently posted to perldl list: http://mailman.jach.hawaii.edu/pipermail/perldl/2010-July/006076.html where it promptly disappeared beneath the ocean waves of logo discussion. The information is there but it is not very accessible as far as seeing what is to be done, who is doing what, and how's progress. I was thinking something on the web site might be useful here but in the meantime, I plan to follow up a bit this weekend to look for volunteers...
