It's just a matter of:
ppm install http://www.sisyphusion.tk/ppm/PDL_dev.ppd
though if you already have a version of PDL installed, you'll probably need
to do:
ppm install http://www.sisyphusion.tk/ppm/PDL_dev.ppd --force
(and note that this will override your existing PDL installation).
Currently 2.4.9_007 is up there, but _008 should be there later today.
One can always check to see which version is currently there by going to:
http://www.sisyphusion.tk/ppmindex.html
and scrolling down to the PDL_dev entry on that page.
