The latest stable version (source) is 10.35.81.
I have 10.27, which is the latest version being provided by GnuWin32 - at
http://gnuwin32.sourceforge.net/packages/netpbm.htm .
There's both a SetUp.exe and binaries (for both NetPbm and its
dependencies).
Haven't yet had a chance to properly look at the picrgb.t failure I got wrt
to gif format ... but I'll get to it.
