>Mengenai Pertemuan Tahunan Consultative Group On Indonesia (CGI) bulan Juli 1999 di Paris, Perancis.

>TUNDA PERTEMUAN CGI SAMPAI PEMERINTAHAN BARU !

>Di tengah-tengah sibuknya penghitungan suara Pemilu 1999 dan  debat nasional soal calon presiden RI,  pemerintah RI dan Bank Dunia  menjadwalkan pertemuan  tahunan para donor untuk Indonesia dalam forum CGI, yang rencana dilakukan pada bulan Juli (27 28) di Paris.  Seperti diketahui, pertemuan tahunan CGI adalah forum negara donor memberikan komitmen pinjaman ke Indonesia. Tahun 1999 ini Indonesia mengajukan tambahan pinjaman baru sebesar kurang lebih $ 2 milliar.

>Sehubungan hal itu, kami,  LSM-LSM yang tergabung dalam INFID, menyatakan sikap:

>Pertama, Pertemuan CGI yang dijadwalkan tanggal 26 & 27 Juli di Paris tidak tepat waktunya, karena pada masa itu kepemimpinan politik Indonesia masih dalam masa-masa transisi. Pertemuan tahunan CGI pada bulan Juli nanti tidak memiliki urgency,  karena pemerintahan yang baru belum terbentuk dan belum pasti.

>Untuk itu,  kami menuntut agar Bank Dunia dan pemerintah RI menunda pertemuan tahunan CGI,  26-27 Juli 1999 sampai pemerintahan baru terbentuk.
>
>Kedua, Pertemuan CGI sampai sejauh ini tidak mengagendakan Korupsi dan kebocoran dana-dana pinjaman negara donor. Bank Dunia sebagai lembaga donor dan sebagai ketua CGI,  perlu menunjukkan diri sebagai lembaga yang kredibel, akuntable dan transparan. Ketidakseriusan Bank Dunia dalam mengusut kasus korupsi 30% proyek-proyeknya di Indonesia dan dalam kasus JPS, akan  makin memperlemah kredibiltas Bank Dunia dan kliennya, pemerintah RI. Bank Dunia dan Pemerintahan Indonesia, harus segera mengambil langkah-langkah menindak dan mengusut kasus korupsi dan kebocoran dana-dana pinjaman negara donor. Dalam hal ini, bisa dimulai dengan menyelidiki kebocoran-kebocoran dana pinjaman 30% dan penyalahgunaan dana JPS.

>Ketiga,  Pemerintah Indonesia sekarang ini tidak menunjukkan kemampuannya dan kemauannya dalam menindak tegas kasus-kasus korupsi yang terkait dalam dana pinjaman ini,  misalnya adanya kebocoran dana sebesar 30% dari proyek-proyek yang dibiayai Bank Dunia dan dugaan penyalahgunaan dana JPS. Kami menuntut agar Bank Dunia dan pemerintah RI memasukkan soal-soal kebocoran 30% dana-dana pinjaman dan JPS ke dalam agenda pertemuan negara donor dengan pihak pemerintah Indonesia.

>JAKARTA, June 23 (AFP) - An Indonesian activist forum representing hundreds of NGOs Wednesday urged the postponement of a planned meeting of the country's main western donor group until after a new government is formed later this year. The International Non-Governmental Organizations' Forum on Indonesian Development (INFID) said the July 26-27 Paris meeting of the Consultative Group on Indonesia (CGI) was "badly timed," and "has no urgency." "Therefore we demand that the World Bank and the government of the Republic of Indonesia postpone the annual CGI meeting on 26-27 July 1999 until after the new government is formed," an INFID statement said. The group said the holding of the annual meeting of the World Bank-chaired donor group on the weekend in Paris would come at a time when "the Indonesian political leadership is still in the period of transition." Indonesia has proposed that the group provide an additional loan of some two billion dollars for this year, and earlier this week finance ministry officials said the meeting would go ahead as planned. INFID also said the CGI had so far failed to tackle the issue of corruption and leakage of its aid to Indonesia, "The World Bank as a donor institution and leader of the CGI must prove itself as an institution which is credible, accountable and transparent," the group said. The statement said the government had yet to show "the ability and willingness" to take strong measures against corruption involving the alleged misuse of aid funds. "We urge the World Bank and the Indonesian government to include the 30 percent leakage of aid funds and (misuse) of the social safety net funds in the CGI meeting agenda." A new government is not expected to be in place until November after the People's Consultative Assembly, the country's highest law-making body, elects a new president. Analysts have said the present government of President B.J. Habibie, who replaced Suharto when he resigned last year amid widespread unrest, will be left a lame duck if the opposition wins the landmark June 7 elections. The opposition Indonesian Democratic Party of Struggle (PDIP) of presidential frontrunner Megawati Sukarnoputri is leading the yet incomplete official tally with more than 35 percent of more than 60 million vote counted so  far, or over half of the expected returns. CGI was formed in 1990 after Jakarta abandoned the Dutch-chaired Inter-Governmental Group on Indonesia (IGGI) to protest what it saw as the  Hague's use of aid as a "tool of pressure." CGI groups all former members of the IGGI minus the Netherlands and with five new creditors -- South Korea, the Kuwait Fund for Arab Economic Development, the Saudi Fund for Development, the Nordic Investment Bank and the Islamic Development Bank. IGGI creditor countries were Australia, Austria, Belgium, Canada, Denmark, Finland, France, England, Germany, Italy, Japan, New Zealand, Norway, Spain, Sweden, Switzerland and the United States.
