Some? Virtually all in fact. It's mostly due to the prevailing attitude in that community (likely others), that not sending something could represent a lost opportunity in the future where the cost of doing so is considered trivial. That cost assessment is one we need to influence if we're going to make any sort of real impact on this problem. And by we, I don't think that this is something the IETF can realistically do anything about, except by a sort of osmosis.
