Katherine, Are you certain these are American and Oriental cockroaches, and not wood roaches? If they are what you say, then I'd wager a considerable sum that they're simply marching up from the sanitary system. As Dan mentioned, if there are utility tunnels connecting the buildings, then those very likely could be sites through which they are marching.
