They normally breed in containers with fruit and vegetable scraps that have started to ferment. They may be coming in from outside, if you have refuse containers close by the buildings. Getting rid of the breeding material is the best means of control, but it may take a couple of weeks before the adult flies disperse and die. Some control can be effected by using "fly-paper" - sticky traps that are suspended in areas where they are present..
