If I were to get started on this myself (if I had the time...) I would
start by taking Ed's design onto my PC and building a static website
with roughly the existing content in the new design, ready to be hosted
somewhere. This can be done without even running a web server.

I have done this, as nobody here said they were going to do it!

See:
   http://plug.more-hosting.co.uk/

.. for the results. Note:

- I have only copied data across from the old site.
- A lot of it is out of date, there are CSS issues, many links are missing or broken, etc.
- I haven't done any spell checks, or been careful with XHTML validation.
- There is lots here to fix!!
- MJR alert: I've used a Javascript spam-block technique on the email addresses. It won't work in some browsers, but without it I'm not having my address on a publically accessible website. Suggestions for alternatives (a web form would be the obvious?) welcomed.

If anyone is interested I can create an FTP user for the site and given them access to take it further (or, of-course, I can email a copy of the files to someone to work with). It's very basic PHP deliberately written to separate the design from the content but at the same time make it easy for anyone to edit the content without PHP knowledge.
