Take a look at the LinuxBIOS project, which I believe can deliver this on (selected) standard motherboards. There was a related discussion on the ALUG list recently - worth a look in the archives? Once you have it working through a serial port, I guess any of the TCP/IP serial servers should work at under £100. (Eg DigiPort boxes, but there are cheaper options.
