Doesn't just putting the version number in the HTML (think it's either in the <HTML> tag or one of the <META>s) work with IE. I never implemented it myself because I'm lazy (currently I can afford to be because I'm only doing hobbyist sites). Personally I try and get it working with a recent version of Firefox and a recent IE and forget the rest... Eventually I hope to test it under every system under the sun but it will still be a pig to implement. Why won't W3C just realise the world will never be perfect and release a non-javascript means of informing stylesheets and server-side scripts which browser is being used?
